Bahrain has been ranked second in the Middle East and 15th globally out of 197 countries in the World Bank Group’s 2025 GovTech Maturity Index (GTMI), underscoring the Kingdom’s rapid progress in government digital transformation.
The report placed Bahrain in Category A, reserved for countries with “very high digital maturity”. Bahrain recorded an overall maturity score of 93.6 percent in 2025, up sharply from 51 percent in 2020 and 83 percent in 2022.
According to a statement from the Information & eGovernment Authority (iGA), the results reflect Bahrain’s continued efforts to strengthen eGovernment services and establish an innovation-driven digital ecosystem across public sector institutions.
Bahrain also ranked fifth globally on the Digital Citizen Engagement Index (DCEI), achieving a score of 98.3 percent. The ranking highlights the Kingdom’s focus on citizen-centric digital platforms that promote transparency, public participation, and the measurement of user satisfaction.
Mohammed Ali Al Qaed, Chief Executive of the Information & eGovernment Authority, said the achievement confirms Bahrain’s advanced position in eGovernance and digital service delivery.
“These initiatives have strengthened digital connectivity and integration among government operations in the Kingdom,” he said. “The positive results align with the government’s aspirations to enhance the efficiency and quality of services provided to citizens and residents, in line with the directives of the Ministerial Committee for Information and Communications Technology.”
Bahrain performed strongly across all GTMI sub-indices. The Kingdom scored 95.8 percent on the Public Services Delivery Index (PSDI), reflecting the efficiency of digital government services, while its supportive legislative and regulatory framework contributed to a 93.2 percent score on the GovTech Enablers Index (GTEI). Bahrain also achieved 87.1 percent on the Core Government Systems Index (CGSI), highlighting the robustness of its digital infrastructure and central government systems.
The report noted Bahrain’s progress in simplifying data exchange and interoperability between government systems, alongside advancements in government technologies, green technologies, artificial intelligence, and digital innovation. These efforts have supported improved eService quality, increased community engagement, enhanced public sector productivity through digital tools, and strengthened data infrastructure reliability.
The achievements are the result of coordinated efforts led by the Information & eGovernment Authority in collaboration with government entities, supporting Bahrain’s Economic Vision 2030 and reinforcing its position as a regional leader in eGovernance.
The GovTech Maturity Index is one of the most comprehensive global assessments of public sector digital transformation, evaluating 197 economies against international best practices to identify institutional and technological priorities for improvement.
