Dubai-based Robo.ai has partnered with Abu Dhabi-based Eleven International Holding to establish Alif Holding, an intelligent industrial technology group that will develop artificial intelligence software and smart equipment for government, infrastructure and industrial sectors across the UAE, the GCC and international markets, the companies announced.

Headquartered in Abu Dhabi, the new group will be majority owned by Robo.ai and will operate under the theme “Building Intelligent Industries.” According to the announcement, its business will focus on government and public-sector projects, as well as mission-critical sectors including energy, oil and gas, ports, public safety, utilities, mining, transportation, smart cities and critical infrastructure.

Alif Holding will be organised around two integrated platforms. Its intelligent equipment business will cover robotics and automation, advanced composite materials, and intelligent equipment manufacturing, while its intelligent software platform will focus on industrial AI, computer vision, AI agents, large language models, digital twins, and data and analytics.

The company said it also plans to establish engineering, assembly and manufacturing capabilities in Abu Dhabi under a “Made in UAE” proposition. Its roadmap includes acquiring proven technologies globally, integrating them into a unified platform, manufacturing in the UAE to international standards, and expanding into regional and international markets.

Benjamin Zhai, Chief Executive Officer of Robo.ai, said Alif Holding was designed as a full-stack AI industrial group. “Governments, critical infrastructure operators and industry across this region are investing in artificial intelligence at national scale, and they need partners able to deliver complete systems end to end. That is why Alif Holding was established — created in the UAE, serving the world.”

The initiative aligns with the UAE National Strategy for Artificial Intelligence 2031 and Abu Dhabi’s ambition to become a global centre for AI and advanced industry. It also cited PwC estimates that AI could contribute nearly US$96 billion to the UAE economy by 2030, equivalent to around 13.6 percent of GDP.
