Oman is accelerating its push to digitise public services, with the Zero Visit Initiative emerging as a central pillar of the country’s digital transformation agenda for 2026, according to reports.
As part of the 2026 State Budget, the government has allocated approximately RO 400 million to economic and digital transformation projects, with a strong focus on modernising government services and reducing the need for in-person visits to public offices.
The Zero Visit Initiative aims to deliver integrated digital services that allow citizens and residents to complete government transactions entirely online. The programme is designed to simplify service delivery, improve efficiency, and enhance the overall user experience across ministries and public sector entities.
A key component of the initiative is the second phase of the Unified Government Services Portal (gov.om), which is intended to serve as a single digital gateway for accessing government services. The portal is expected to play a critical role in consolidating services and streamlining interactions between users and government entities.
According to reports, the digital transformation programme also includes a range of supporting national platforms and initiatives. These include Manjam Labs, which focuses on digital innovation within government, an E-Participation Platform to strengthen public engagement, and a National Integration Platform aimed at improving interoperability between government systems.
Additional projects under the 2026 plans cover shared government services such as the Government Financial Management System (Maliyah), as well as digital systems for municipalities, procurement and tenders, education and administrative services, human resources and payroll, healthcare strategy, agriculture, and geospatial data.
Reports indicate that the initiative is being implemented in coordination with relevant government entities as part of broader efforts aligned with Oman’s long-term development goals. The programme also places emphasis on the use of artificial intelligence and advanced digital technologies to support more responsive, efficient, and user-centric public services.
Once fully implemented, the Zero Visit Initiative is expected to significantly reduce physical visits to government offices, marking a major shift in how public services are delivered in the Sultanate.
