The UAE has officially launched a new federal strategic planning cycle aimed at accelerating the nation’s progress towards the ‘We the UAE 2031’ Vision. Spearheaded by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister of the UAE and Ruler of Dubai, the initiative marks a shift toward more agile, proactive, and technology-enabled governance.
His Highness emphasised that “proactiveness, future readiness, and strategic planning are key pillars of the distinguished governance model adopted by the UAE government.” This model, he noted, enhances government efficiency, supports sustainable development, and advances national goals.
The new three-year cycle—shortened from the traditional five—focuses on integrating artificial intelligence, simplifying procedures, optimising resources, and achieving financial efficiency. “While in the past government success was measured by regulatory strength and comprehensive procedures, today it hinges on regulatory agility, streamlined processes, and intelligent resource management, a significantly more complex undertaking. Tools and priorities change, but the unwavering commitment to serve the people of the UAE remains constant,” said Sheikh Mohammed.
The initiative involves 38 federal entities and aligns planning efforts with national priorities through innovation, cross-entity collaboration, and the use of strategic intelligence. A strategic workshop led by the Prime Minister’s Office brought together directors of strategy and finance to introduce the new methodology and discuss its role in boosting decision-making, execution speed, and future readiness.
Huda Al Hashimi, Head of Strategy and Government Innovation, reiterated the importance of converting the 2031 Vision into actionable strategies. She highlighted the UAE’s recent progress with national strategies such as the National Cybersecurity Strategy and the National Investment Strategy.
By embedding future technologies and data-driven planning into its governance model, the UAE continues to position itself as a global leader in government innovation and foresight.
