The UAE has announced plans to transition half of its government services to AI-powered systems within the next two years, signalling a shift towards a new operating model built around autonomous technologies.
The initiative was announced by Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, who said that 50 percent of government services, sectors and operations will be run using AI agents, according to local media reports.
The plan centres on the use of “agentic AI” — systems capable of executing tasks and managing processes with minimal human intervention — marking a move beyond conventional digital government platforms.
Shift to agentic AI
Under the new model, AI agents will move from supporting roles to actively managing and delivering services. These systems will be embedded across workflows, enabling them to carry out tasks, make decisions and respond to requests in real time.
The transition reflects a broader redesign of government operations, where processes are built around AI capabilities rather than layered onto existing systems.
A new operating model
The initiative signals a shift in how government performance is measured, with a greater focus on execution, responsiveness and service quality. AI-driven systems are expected to enable continuous optimisation, reducing reliance on static processes and improving overall efficiency.
The move also aligns with ongoing efforts to streamline public sector operations and reduce bureaucracy.
Workforce transformation
Alongside the technology rollout, the government will undertake a wide-scale workforce transformation programme. All federal employees are set to receive training in artificial intelligence, aimed at equipping them to work alongside and oversee AI-driven systems.
Authorities are also establishing dedicated structures to support implementation and governance as AI becomes embedded in core government functions.
Part of a broader strategy
The plan builds on the UAE’s wider push to integrate artificial intelligence into decision-making and service delivery. It reflects a shift from digitisation towards more autonomous, AI-led models of governance.
If implemented as outlined, the initiative would position the UAE among the first governments globally to operate public services at scale using AI agents.
